Updated travel requirements for non-essential travelers visiting Cebu

Traveling in Cebu this pandemic has never been this smooth

Cebu has been shifting from one quarantine status to another due to the recurrent rise of COVID-19 cases. However, with more precautions and undertakings taken, the number of cases has dwindled. Local Government Units have put restrictions at ease and reopened Cebu for non-essential travels given that health and safety protocols are observed. Here are the updated travel requirements needed to be secured when visiting Cebu.

Types of passengers

  •  Local Stranded Individuals (LSI)
  • APOR-Authorized Personnel Outside Residence (APOR)
  • OFW-Overseas Filipino Workers (OFW) / Returning Overseas Filipino (ROF)

Travel requirements

Please be informed that the following requirements are subject to change. The LGU holds discretion for any additional or further requirements. Travelers are advised to connect with their receiving LGU for further details.

Cebu Province

  • Valid ID (within Cebu province)
  • Negative RT-PCR test taken within the last 72 hours or negative antigen test taken within the last 48 hours
  • S-pass registration https://s-pass.ph/
  • Please coordinate with your receiving LGU for the requirements (if LGU still requires any)

For APOR passengers entering Cebu province the following shall be required to present the following:

  • Valid government issued ID,
  • Medical certificate issued by a registered physician, valid for seven (7) days,

Moreover, confirmed booking from hotel or resort in Cebu province is required from tourists or visitors.

Cebu City

  • Negative RT-PCR test from any DOH-Accredited facility taken not more than 72 hours prior to arrival in Cebu city
  • Valid ID
  • Register to s-pass. Please click the link for s-pass registration: https://s-pass.ph/
  • Letter of acceptance from the destination LGU.

Lapu-Lapu City 

  • Valid ID
  • Must pass screening tests in ports of entry and exit. 

All persons, whether APOR or Non-APOR, who shall enter city of Lapu-Lapu through the airport shall be required to present any of the following:

  • Negative RT-PCR test result taken within the last 72 hours; or
  • Negative antigen test result taken within the last 48 hours

For Returning OVERSEAS FILIPINOS (ROF/OFW)

Passenger must have a pre-booked accommodation for at least 6 nights in an accredited hotel or facility where they shall isolate immediately upon arrival. Passengers will undergo RT-PCR test at the hotel/facility on the 6th day from date of arrival.

Mandaue City

  • Government-issued ID/proof of identification
  • Confirmed hotel booking/accommodation
  • Travel itinerary
  • Must pass screening test at ports of entry and exit
  • Negative swab test result

Update as of October 1, 2021

Cebu Governor Gwendolyn Garcia issued a current memorandum or Executive Order in October 1 regarding the updated travel guidelines for passengers visiting Cebu Province. 

Effective immediately, all inbound passengers shall no longer be required to present a negative RT-PCR test of rapid antigen test result.

Instead, passenger will only need to secure a medical certificate issued by the passenger’s point of origin within 24 hours before arrival in Cebu stating that the passenger does not show any COVID-19 symptoms.

Meanwhile, Cebu City emergency operations center recently declared that the 3rd surge of the COVID-19 has ended after it hit the city with doubled cases last July 2021. 

Emergency Operations Center Deputy Chief City Councilor Joel Garganera said that third wave of COVID-19 has ended with a lowest daily positivity rate of 3.97% which is the lowest for the last four months.

Garganera added that the increased cases for the last couple months were also intensified due to delta variant adding more than 4,000 active occurrences of the virus in August. Amid the situation, hospitals and health facilities were overwhelmed causing high death toll.

Acting Cebu City Mayor Mike Rama’s OPLAN PUYO was then implemented to help alleviate the situation, and after a few months, with the coordination of other sectors and the public, Cebu city’s third wave COVID-19 has now ended.
